Edit a pdf file converted from .ai

I have a pdf file that's saved from an .ai file. The way the file was saved makes changing text a bit more involved, as the letters are their own graphic item, they all have “boxes” around them.
Changes to be made:- edit some numbers- add few lines- Rearrange some text
That's it.
Software to be used:- adobe AI or PhotoShop
Time frame:- same day
