Dice and Quiz Question Generator for use on a ViewSonic TV/PC

I need a designer to build a programme that will provide a random dice roller and question/answer generator for use on a 75” ViewSonic interactive TV. I would like be able to touch the TV screen on the Dice and it randomly selects a number between 1-6, then be able to press on one of the 5 question categories to reveal a question from that category, then be able to touch the question and the answer is revealed.I need to be able to add, remove and edit questions and answers, and have the ability to add a further category.
The interactive TV has a build in PC and I would prefer to be on that than cloud based.
I need all this working by the 14th February!
